Tender Invitation Notice

Sealed tenders are hereby invited on behalf of Vice Chairman, Ghaziabad Development Authority, Ghaziabad, U.P. from eligible, approved, registered/working Contractors with state PWD, CPWD or any other Govt. / Public Undertaking etc. by the undersigned on the date mentioned in column no.(9) up to 15:00 hours for the following work which shall be opened on the same day at 16:00 hours in the presence of desirous bidders.

The tender shall be on two bid system, where technical bid along with earnest money shall be put into sealed envelope no. (1) and price bid shall be put into sealed envelope No.(2) superscribed with the name of work. These two envelopes shall be put together in envelope No.3, superscribed with the name of work and name of bidder and sealed before it is submitted into the tender box. Technical bid shall contain all details about experience, qualification documents, income tax clearance, etc as required. Tenders of bidders who do not qualify the pre-qualification shall be summarily rejected and their price bids shall not be opened.
           
ELIGIBILITY CRITERIA

1- Bidder should have minimum cumulative Financial Turnover of 1.50 times of the estimated cost during the last three financial years ending 31.03.10.

2- The current net worth of the bidder should be 25% of bid value and for verification CA’s/Bank certificate shall be submitted.

3- Liquid Assets certificate issued by the bank for at least 25% of the estimated cost.

4- The Joint Venture is permissible. The qualifying requirement shall be met collectively by the JV partners in case of consortium/bidders jointly.

5- Bidders shall have a tie up with a technology provider who have executed at least one STP of minimum 25 MLD capacity working and commissioned based on SBR Technology which must be working in India, for providing technology performance guarantee/key  equipments for SBR Technology & also for over all supervision of the project by deputing well qualified engineers required for execution of the project from technology point of view and also supervision of operation & maintenance for at least 5 years by providing a notarized MOU agreement on              Rs. 100/- stamp paper.

6- Bidders must also have a tie up with a design consultant for design of structures & all other related works with the consultation of the technology provider. The design consultant shall design all structures & other related works and also prepare the detailed construction drawings accordingly.  Complete field supervision from execution point of view by deputing sufficient permanent   technical staff shall also be the responsibility of the design consultant. This agreement shall be a notarized MOU Agreement on Rs.100/- Stamp Paper.

7- The Technology provider must have a registered company in India, fully equipped with trained manpower to extend services as & when required.

8- The bidder should have experience of Engineering- Procurement-Construction (EPC)/Design-Build/Design-Build-Operate contract including construction, supply, installation, testing & commissioning successfully a 25 MLD capacity (minimum) Sewage Treatment Plant on S.B.R. technique and other related associated/allied appurtenant works in India.

                           If the date of receipt/opening of tender is declared as holiday, the same shall be received/opened on the next working day.
